Fischer was an oboist, colleague of J.C.Bach in England, and son in law (and portrait subject) to Thomas Gainsborough. This Minuet is the third movement of Fischer's Concerto no. 1 in C for Oboe. It became popular as a theme for sets of variations both in England and, perhaps most famously, by W. A. Mozart (Theme and Twelve Variations, K179).
This edition includes a figured keyboard part, but the realisation is a condensation of the string parts, enabling the piece to be performed by oboe and keyboard alone.
